Given the Borough Assembly's Memorandum of Understanding with the State to be the "lead agency" on reducing PM 2.5, what's the next step for the Air Pollution problem in Fairbanks?

Step one is in action

The burrough has the News Miner in their pocket. Several times a week there is a piece in the paper proclaiming that a problem exists. So far each article is met with resistance by many online commenters. Many well-intentioned folks will be swayed by the persistence of the News Miner.
I and many others predict an incremental approach will be taken with the ultimate goal of licensing and registration of wood burning devices.
Handgun Control Incorporated has provided the roadmap for the burrough, all they have to do is substitute "wood stove" for "handgun" and follow the map.
